Assam's annual floods may have been delayed but have arrived this week. Sixteen districts in the state have been affected. India’s Ministry of Commerce also suspended seven sections of the Tea Act, 1953. Five of these sections restricted tea cultivation including permission from the tea board to plant tea in normal or special circumstances or run a tea nursery. Section 40 allowed for tea bushes planted without permission. It appears several reforms are underway to lift regulations, including the recent relaxation of norms to obtain export and distribution licenses.
